75 and breezy is not too cold. They can withstand temperatures much colder.

It depends mostly on the personality. However, the best ways to get a chameleon to tolerate you are to:
hand feed
cup feed
Free range
use slow movements
interaction
It is never guaranteed that you'll have a chameleon who tolerates you.
You changed him to a new environment so he may be adjusting. Give him around 3-6 days. By then he should be eating again.
However, when chameleons get older, they do tend to eat less.
