When on work time they are not allowed to be human though, that's seems to be the problem.

I'm sure they did, but not my tax dollars as I'm in Canada but gotta love how the department head made sure to state otherwise.

I don't see a problem with that. They were probably sitting there on a stakeout for hours and hours. Eventually they got bored enough. Give em a break - they're only human!
