What chameleon?
I would consider most of the commonly kept species to be an adult at 12 months of age.
There is a species that only lives for only about 4 months.
Chameleons never stop growing, but with most species the growth slows considerably after 12 to 18 months.

No, get a fixture that will take two linear tubes.
You should be able to find one at a hardware store or home center for pretty cheap.
I don't offer a basking light until they are 6+ months old.

You picked the right UVB lamp to purchase. I would go with the linear tube over the compact fluorescent.
