New environment and temp/humidity change when going outside will probably stress him a little. Let him aclimate to his outside enclosure and maybe he ll get over his shock. Not insulting anyone. But chams can be autistic in my experience XD
aii i dealed with this myself and i would not lose hope if i were you. i catched her in a 15 meter high tree near the top at dusk. you should defenitly check out those small trees behind your fence. you are lucky that the place you live in is not overgrown

But when i visited a befriended farmer of mine, i saw that he threw all the partly green potatoes away.
