A second cage for outside?

So where I live there are not a lot of days where Antwon could go outside for the day, but I thought maybe it would be nice for him to go out as much as he can. Since he wouldn't be in it very much...could I use a smaller type parrot cage or budgie cage with lots of fake plants? I'm talking maybe a few afternoons a week for 3 months out of the year or there abouts. Would this be more stressful then enjoyment for him do you think? Or does he need a large cage for that small amount outside? Or do you think he is happier and less stressed not changing venues like that. Thanks!
 
I've heard people even just put a hibiscus plant in a mesh laundry hamper like this.

As long as Antwan has access to shade, can't escape and nothing harmful can get in. It should be ok.

Real plants, and at least an enclosure of 18"x18"x30" to get around is always optimal.
