What kind of Cham?

I apologize ahead of time on the pic. It's not the greatest but it was the closest I could get to this Cham. He is at the pet store we have down the street and everytime I am in there they are too busy to answer my question on what kind of Cham this is. I'm almost positive it is a vield. He/she is always dark and always in the same spot everytime I see it. It looks like they got it a UVB light but I don't see a basking light or any way it gets water. I'm worried about it...

I see a good-sized casque so I say veiled!

The casque is not as big as the picture shows it to be. But im still thinking vield because of the greens, blacks and yellows that this guy/girl was showing. I'm correct that vields need basking lights and need to be misted too right?

Yes that would be a veiled.
The store should never be too busy to talk to you about it. However remember that pet stores often do not give you accurate information.
