I have a baby male veiled chameleon 3 months old that seems completley healthy, hes eating, drinking, climbing, changeing colors and sleeping and everything but sometimes when i walk in hes leaning to his side on a leaf under the basking light with his eyes open. Hes not laying on his side but more kinda leaning. Is this normal? maybe thats just a way of basking or something? I have a basking and a uvb and everything. Thanks!

Yes, this is normal. They lean to the side to absorb as much heat as the can. Also he may turn a darker color to absorb even more light / UVB.

My panther chameleon does the same thing, i thought he was crazy the first time i seen it haha.

Yes, this is normal...like mentioned above they will flatten themselves out and look much like a leaf on a tree, to absorb the light and heat! ;)
