You need height in that cage... Think live plant like a dwarf umbrella or ficus... All her area is on the floor. While I do not know how that cage will work out for you with her I will say it is going to be small for her when she gets big.
Why add the egg crates? Just shake the crickets in if your free feeding.
As far as baby... Her eyes are not showing signs of dehydration... Anything else with her will be hard to tell. She may be on the floor because the cage is not set up correctly for a chameleon. Could be temperature issues. Could be the higher UVB bulb... I am leaning more toward the way the cage is set up though. She is very exposed which very little climbing or hiding areas.
