You have to keep in mind that the basking spot (lamp) is just to periodically warm the cham up; if the ambient temperature isn't warm enough. The basking light doesn't need to be on all day, unlike the UVB light. The UVB light is the most important; because it's meant to replace the sun, and help to healthily absorb vitamins and nutrients.
For example, with my keeping... Once my ambient room temperature is 63f, my basking light turns off, because the ambient room temperature is enough warmth. From there; we have to account for the UVB/Plant lights and extra heat from them too...
It's all a lot of adjustment to the environment that both you and the cham will need to take time to get accustomed to.
