In the winter i have to bring in my hermanns tortoise because it gets too cold in the garden. I was wondering could i have her on the floor in my cham cage. if anyone has had any mixed species cages with chams in please let me knoe.

Just the general stress of him being in there with the cham could be bad. Not worth the risk. Not to mention, unless this tort is a very small baby, he's going to need more room than the footprint of your cham's enclosure will provide.

Just build the tort a proper enclosure. A cheap one can be built out of 2 sheets of plywood. It doesn't need to be much more than a box. This after all is just a winter home.

No, tortoises may carry amoebae, which are harmless for them, but can be lethal for other reptiles.

I don't know much about tortoises, but shouldn't they hibernate during winter?
