Laying eggs

I got my 1 year old veiled chameleon a bucket with dirt and sand in it to lay eggs but she is still at the bottom of the cage.

Can you show a pic of the bucket in the cage? How many inches of dirt do you have?

Looks like she might have been digging in there. I see some dirt on the floor of the cage on the right side. The dirt might be to dry. You should be able to make a hole or tunnel with your hand or a small shovel and it should hold the shape without collapsing in. Make sure she has easy access as well. Add a few sticks or branches in there.

Also if you have cats or any other animal make sure to put a towel or something over it so she doesnt get spooked and gives up on the hole she is digging and yes it look very dry

How long have you had the pot of dirt in her enclosure? Once they become egg bound they are not able to lay. The pot looks small for a veiled. Here’s a good video on how to make a laying bin.
