please, until you get him a new cage, put some potted plants you may perhaps have at home (some ficus, schefflera, pothos, orchids,...) or buy some (you can then reuse them in his new setup) into his humble abode, he'll be so much happier!!! he needs the foliage to hide in and climb around without feeling exposed -> stressed. also, when you spray the leaves, he''ll have an opportunity to drink the water drops. best of luck with your efforts and happy reasearching, this site and the folks in here are very useful, so don't hesitate to ask anything.
 
I don't know if you've tried this yet or not, but the "gunk" on the glass may be mineral deposits. Try some CLR or Lime Away on it. If you can't get that try multiple scrubs with full strength vinegar. That should dissolve it, but if the stuff has been on the glass a long time it will take several treatments probably.
