So I put him on a table around 3 feet tall and hes walking around more then he usually does but hes still dark he was a little green but dark again. I also looked at his basking spot and it was 83 degrees but he usually sits under his uvb more. the uvb is only like 2 months old

It'll probably take him a little time to get used to it and realise he's up high.
I really think 83 is too cold for a male veiled (that's Around the temp I keep my female veiled at and females should be cooler) . He really should be about 10 degrees hotter. Can you move his basking light closer or get a higher wattage bulb? you don't need to buy a 'basking' bulb, an ordinary house bulb will do. It's cheap and you can get a good variation of wattages and see which one will create the perfect temp for your needs.

Okay its 83 is the hottest it gets on the stick under it was about 12 inch distance but when I get closer its way more hotter 85 or more i think.but the stick hes on all day (under the uvb) is all the way at the top of the cage so I put the heat lamp there instead and right now hes leaning one side towards it does he like it?

Im pretty sure that'll be him basking 
my girl does a side, then the next side, then turns around and basks her butt! Lol! His hottest point should be around 90 and it's helpful if you can have the uv available near the hot spot so he can get both heat and uv at the same time if he pleases.

Haha he was doing the lean but he saw my camera and slowly got up and puffed up "hey im basking here" kinda face and showing nice colors I took pics thanks for the advice

I find colours a nightmare. My guy is fine when in his cage or on my hand, but if I put him on the sofa he turns darkest brown. I'm not sure if he's stressed because the sofa smells of cat & hedgehog, if he's cold, or if it's camoflage because the cushions are dark brown. Anyway, the conclusion is not to put him on my sofa lol

P.s. your enclosure could do with some more plants to hide in and more vines etc to climb on
Yea most of the plants fill the middle as you can tell I cant find a plant that will fill the top my pothos isnt long enough to go to pull to the top and I dont want to hand it. I would put fake plants but my cham eats his little leaves every day. he just looks at it and bites it off. if i get fake and he does that he'll get impacted

Glad your guy is looking better now .
Dunno if it's of use to you but we have a bunch of fake plants tied to the top of the mesh. It's made a nice curtain at the top with a front exposed vine and a back covered vine.
She even loves climbing through the hanging fake stuff. Since she can't make Tarzan noises herself I do it for her

do you have pics? I just dont want fake plants cause murph has eaten leaves off each of his 3 plants already i dont want him to try on a fake one

Our Teal'c has taken a bite out of a fake plant, but she seemed to suss out that it was fake and she soon spat it out.

and my boy lol! Also you can offer leafy greens to your veiled to discourage him from eating plants.
