I would take him to the vet. It may be parasites or it could be any of the other various maladies mentioned in previous posts. To be certain, a vet will be able to help...sorry its probably what you were not wanting, but thats the best advice i can give...
I happen to agree as well! I dont know how many times I came in to "search frantically" for my cham to find him alls well hanging off some weird place he rarely is! Crazy kids!

If it is constipation-i would try a powdered sugar bath (this is what I did with my male) it was 3 tbsp to about 3 cups of water blend well with warm water. set your cham in the water (make sure the water doesnt come over her nose) and make sure her bum is under water. the warm water and sugar...
Has your Cham molted yet? Sometimes the skin can look a bit dry and then a day or so later the skin looks white around the mouth/eyes (molting process) This may be why he is rubbing his eyes (and why they may be closed/dry) Of course, if he has recently molted, it very may well be an eye problem...
Maybe try an eye ointment? I remember reading someone who said they got eye ointment from Omaha Vaccine Co. online. $9.99- (did a search for "omaha" and it came up...) I am sorry your Cham is under the weather, hopefully all will be well soon!!
Since the changes, have you noticed a change in his behavior or eyes? Have they opened at all? Congrats on making the choice to ask for help, this can be one of the most difficult things to do!

It looks to me that your Cham is developing its color scheme. When ours was young (about 3-5 months...I cant remember!) he started to show yellow on his belly, then within a few weeks, strips and lots of color! The next few weeks will be a color show for you! Congrats!
IMO you are AWESOME for asking these questions BEFORE you bring the new one home...quite a few people buy first, ask questions when something goes wrong. One thing I have learned through my years here, there is never a better time to ask!

How much are you feeding him? When mine was a baby we would give him 15-20 1/8inch~ish -1/4th inch crickets at a time. Either that, or it could be he was drinking. Or it could be a cricket antenna got stuck on the side of his mouth, which does happen if the cricket is too big. Sometimes mine...
