You said he's in the computer room next to a window...AND it's cold outside. That's a no no. Chameleons can get sick from cold drafts from windows and AC vents and busy doors. It's normal to fall a couple times and jump when they are scared, but if this is a routine I'd be worried.
My panther doesn't mind me too much as long as I am either feeding or spraying. If I just sit there and look at him he will get pissy, but doesn't like handling at all. So, I only handle him when I need to clean the cage or if I REALLY want to.
Try Umbrella plant and pothos combo with dowel rods. Umbrella is easy to care for and it likes humidity, pothos is...well pothos...it just grows a lot! And dowel rods are strong, sturdy, and cheaper than those fake vines. You can pick all this up at Walmart for under $30.

No, no. This neck swelling is VET worthy. Dusting with D3 twice a week isn't going to swell the neck. Something is wrong with him and dusting less isn't going to make the swelling go down.

I wouldn't raise the UVB above the cage unless you have a really small one. The uvb is effective at 12 inches max. I have my basking lamp pointed underneath my uvb, because they need heat to make use of it.
Use a small amount of vinegar because it's a natural fungicide. Mix with hot water and let it sit for 30 minutes. Then, rinse it a couple times. I don't have a fogger, but it's the same as my humidifier. Do this once a week and you'll be set.
