Chameleons don't automatically lay eggs at a set age. She might be sexually mature but, as I understand it, different factors play into when a chameleon lays eggs. My year old vieled hasn't yet laid either. I'm not worried as she doesn't show signs of being egg bound.
If you do not want to breed her then the longer she goes without laying the better. Would be even better if they never laid at all. She will live longer and will be happier and healthier. Egg laying takes a lot out of them.
