I have a heat lamp already i was told i also needed a secondary uvb bulb for his basking spot.

I second that. 10.0 is for like beardies and uro's not chameleons. get a reptisun 5.0 LINEAR TUBE!!!!

I have the bulb already but have not used it because i though it might be to strong should i move it like 2 feet from his basking spot or should i just return it?

I would return it. The tube-shaped bulbs are the safest bet. Some of these type have been found to cause eye damage because they are much brighter than the tubes.
