Temperament of Veileds around UVB lamps

Okay, so the title doesn't tell much. But what I'm wondering is if it's natural/common for the Veileds to constantly try to go near the lamps? (Close enough to touch?) Does it mean they are too cold? Just want to be up higher? Or are they deficient in that type of lighting?

I've tried several different set ups (including ones with horizontal perches close to the light), but my new Cham keeps trying to get as close to the UVB bulb as possible, but it would burn him... Luckily I've caught him each time, but he's not at all happy to be handled, particularly when I have to grab him in a predatory way (from behind) so I myself dont get burned!

I've seen a lot of people mention the mesh thing, but the thing that holds my lamp (sorry I'm still new to this stuff) is like a metal one that is practically entirely open, not like the one I have for the basking bulb. (I'll post pictures to help hopefully)! So are there any other solutions? I've put the UVB bulb farther away to discourage him from climbing up onto it... but I'm not sure if he would be getting enough from it... Is there a specific distance for the UVB just like the basking spot?

Below: First image is the fixture I have for the basking and UVA bulbs, the second is similar to the one I have for the UVB which my cham keeps trying to climb into... Disclaimer: pictures are taken from google images, and are not from my set up!

A UVB fluorescent bulb won't burn your cham, but a basking spot heat bulb may. Chams are attracted to bright light and heat (climbing closer to the sun means warming up and automatically absorbing the necessary UVB), so they will tend to stay near them. Don't worry about him staying near the UV bulb. What's the temp right under the basking bulb? That's the one you need to watch.

Yeah what Carlton said.

On colder days, I've had the chams chill under the lamp all day and not go anywhere else in the cage, but when the temps were more normal, they walked about.

What is the ambient temp and what is the temp under the light and at what distance?
