Stuck shed?

Moisture mist+dry heat basking=shedding skin .....like when we tanning with water not lotion under the sun...peel ouch :)

I've tried gently rubbing it of with warm water at it doesn't come off
Can you post another picture that is closer to the affected area?
 
That looks like an infection, NOT stuck shed. In fact, it has some characteristics for CANV fungal infection which is really really bad.

Do you have any other reptiles?

I believe there is no cure for CANV and they all eventually die. Until you know what it is, consider him very very contagious with an incurable, contagious and fatal disease. Do not handle other people's reptiles or pet store's reptiles.

It might also be a bacterial skin infection which might be quite easy to cure. Have a vet look at it and a scraping sent off to a pathology lab.

I never worry about stuck shed on any lizard unless it is stuck in places that can restrict the blood flow like tails, toes, and around legs. If a piece of shed is on the eye turret and bothering them, I will give it a little rub. As they get older, they don't tend to shed in one big shed, but in patches, so there are always bits that look as if they haven't shed.
 
Does he favor that leg more than the other one? Not 100% positive what that is , but it don't look like any shed I have seen.
 
Now the pic is shown,and that is not a shed problem,it looks like a bruise to me on that leg,better check with the chameleon specialist vet soon,
 
I would have to agree with both alphakenc, and jajeanpierre he needs to see a good reptile vet to find out what is going on ASAP.
 
There is a cure for CANV...If that's what it is...and it looks like it might be.
The treatment is to give an oral antifungal medication like itraconazole.
If it is CANV and the chameleon is not treated it will die.
You need a vet to take a biopsy of it and test it. I think it needs a special dye to test it with.
