That looks like an infection, NOT stuck shed. In fact, it has some characteristics for CANV fungal infection which is really really bad.
Do you have any other reptiles?
I believe there is no cure for CANV and they all eventually die. Until you know what it is, consider him very very contagious with an incurable, contagious and fatal disease. Do not handle other people's reptiles or pet store's reptiles.
It might also be a bacterial skin infection which might be quite easy to cure. Have a vet look at it and a scraping sent off to a pathology lab.
I never worry about stuck shed on any lizard unless it is stuck in places that can restrict the blood flow like tails, toes, and around legs. If a piece of shed is on the eye turret and bothering them, I will give it a little rub. As they get older, they don't tend to shed in one big shed, but in patches, so there are always bits that look as if they haven't shed.

The treatment is to give an oral antifungal medication like itraconazole.
If it is CANV and the chameleon is not treated it will die.
You need a vet to take a biopsy of it and test it. I think it needs a special dye to test it with.
