your chameleon must be super dehydrated... The yellow urate indicates this.
most chameleons don't use the dripper and even if they do a total of 20seconds of misting a day is not long enough for a long shot. They need longer misting to drink, to help get rid of shedding and to clean their eyes. You need to mist for at least 2-3minutes at a time for 3x a day in order for your chameleon to get it's fill.
Odds are your chameleon has kidney damage from the long period of dehydration. I'd suggest taking it to a vet sooner than later.
I'd also get rid of the soil and remove the dish from the enclosure and provide drainage under the.enclosure rather than in.
Oh and i can't see it clearly on the picture but he may be a she. If you van upload a clear picture of he hindfeet wr can tell for sure.
The problems with the hindlegs can be an indication for MBD, you should figure out what kind if lamp you have because improper lighting and/or supplementation is the main cause for mbd... But as I understand it can also be caused by kidney damage.
I'd get him to a vet asap tho. @jannb can usually refer you to one.
