So my female veiled ( Harley ) is about 4-6 months old and has recently started her shed. Would it be better to mist Harley her self more or like help her shed by peeling off the skin with flat end tweezers ?

Proper hydration is key for shedding. Please refrain from using any tweezers and helping as this can cause harm to the chameleon. If they are hydrated properly, they shouldn’t need any assistance.

Also, since it's a she. She is at the age where she needs a Laying bin now.

I see 12x12x12 ish suggested alot :). Probably a good size.

You should add some more horizontal branches to that cage as well :).

You should never assist with shedding. Proper hydration and humidity is what will help. The only time you should get involved if something is causing problems.
