What is the temp in the rest of the cage? Chams bask to increase their body temp. If the entire cage is the same temp, the temp does not drop at night, and he's not cold, he won't bask. Do you have a UV light as well? Does he climb up toward the light at all? Is there another spot in the cage he tends to sit in a lot? Maybe he is attracted to light from a window or a spot where he can hide from view more. What is more important from day to day is exposure to UV. If he's indoors he must get this every day. Please describe your setup in detail...brands of lights, temps, humidity, his activity, what you feed, gutload with, dust with, (check the "how to ask for help" sticky for all the answers we'll need).

the cage is almost 5 degrees lower but he is ALMOST ALWAYS under the uvb or between basking a UVB and my uvb is 5.0 the brand is zoomed he isnt very adventurous around the cage and his cage looks like fun it's a BIG pothos that had a wood stick in the middle to help the vines stand up but i took the wood out and hung most of the vines like if they were biovines.

the humidity is 70% when misted and 45-55 between misting i usualy mist in the morning when i get from school then again at 6 or 7 so total 3 to 4 times a day and he is not close to the window but i have a outdoor free range "playground" he enjoys it

he eats dusted crix gut loaded by the vendor and me and for treat one or 2 silk worms :)

He may be fine...just doesn't need the extra warm up right now. When the weather cools off you may see him bask a little more. It's good that he spends a lot of time under the UV light. Remember to replace your ReptiSun bulb every 6 months.
