Sounds to me like you love the idea of a chameleon, you don't stress too much when it seems to be sick and you have none of the right equipment to keep a cham or the slightest bit of knowledge how to, you just casually mentioning the symptom it is showing isn't helping your case. AT LEAST you are asking help but if you do nothing with the advice that puts us back to square one.
You are going to have to change your casual attitude towards your pet, its life depends on you and your ability to reason with your mom and take her last $50 each month(which is ridiculous btw). She allowed you to get one so she also has responsibility towards it.
Also on this note of you loving it to much to find it a better home, it seems to me you have been given the tools to become an expert at keeping a cham and yet i doubt you have been reading the links provided, its hard for me to understand because I own one Chameleon, my third one, and I also went into keeping one kind of too fast but within 2 days I had read up so much on it I could right my own book. Within two weeks I started breeding feeders for it and I was on my second cage just to get it perfect.
If you really love your chameleon you should start taking an interest in it or better yet find it a nice rich owner with lots of time, until you have matured and stumbled upon a sense of responsibility...
I could be nicer but i'm getting the message across and thats what matters.
