9 weeks is fine for a veiled. At 2 months, most veileds are perfectly strong enough to survive shipment. At 2 months, most veileds are bigger than a 3 month old panther. I have some 2.5 month old veileds, and the one female is fully capable of downing a 3/4" cricket or medium sized superworm.
Substrate is fine if done right, but the bark substrate is really a bad idea. It looks realy nice, adds humidity - seems a good idea, I know, I've used it numerous times. But it gets nasty, holds bacteria, and is easily swallowed posing a choking hazard. It's hard to clean up too. Some old newspaper or paper towels is much easier to clean up. I use the bark for geckos.
That cage is nice for a young animal. Youll want somethign larger as it grows. Well, he will want it.
