what do you mean regulated? You plug it in and the temp should remain the same as long as your house temp does not fluctuate much. Do you run AC? My house is always around 74 degrees. My basking is about 95 and it stays that way throughout the day. Yes that is poop and the yellow part is his pee. It should be all white, so just try to make sure he is getting enough hydration. A white urate means a well hydrated chameleon.

ha ha you're lucky the two of the nicest and smartest ladies on the board are helping you out here! Just about everyone else wouldn't have been as nice or patient!
The Exo Terra is good for keeping a stable environment just be careful, they heat up really fast the ambient temperature heats up. Especially difficult in the summer. Right now it looks like your main issue is hydration and the exo Terra is good for that.
If it was me I would work to get her hydrated first of all. The fact that newspaper isn't soaking wet is a bad sign.
If it was me I would be spraying the tank for about 30 seconds to a minute with a good fine spray, as soon as all the leaves are dry do it again. The ground on the exo terra will pretty much never dry out on it's own, but it does need to be dried! When I switched to a screen I save a lot of money on paper towels!
Do not rely on that fogger as a source of drinking water, it is only to keep up the humidity and probably not necessary if you're misting correctly, but don't toss it just yet...
Eventually you will want to switch to a larger enclosure... is that the 18 x 18 x 24? Looks like it. That in my opinion is not big enough for an adult veiled plus once the laying bin goes in there goes all your space!
A 24 x 24 x 48 screen cage can be had for right around 120 usd (often less sometimes more) and would be well worth it to give your lady enough space. When / if you to get one then you might want to use that fogger.
Finally: It looks like you pulled branches from your yard or outside? If so did you sterilize them at all? Several here do not but I think it is a good idea especially in a glass exo terra where anything living in it is more likely to breed like crazy and not leave!
There are many ways to sterilize but i think boiling the wood for 20 minutes is the easiest, safest, and most effective effective for the effort.
I do like the aesthetic on your tank and I commend you for looking and spending time to try to give your girl a better life!

Thee are a lot of benefits to the Exo Terra and I wasn't suggesting you run out and get a new enclosure immediately, I don't think it is a huge deal even though many here would probably argue with me. Maintenance and up keep is much easier in a screen enclosure.
I will add that having just purchased something is a poor reason to not change if what you just purchased isn't best for your animals, which isn't the case in this instance in my opinion.
If you find her looking at the glass and firing up or spending a lot of time pawing at the glass that means she is having confusion with the glass and it should be changed with screen. Maybe this cage size isn't too small for a female Veiled, I'm not 100% sure but I would never use anything this small for a veiled.

I'm sorry to say that tank is way to small for her already. I had the same tank for my baby but moved her to a 24 x 24 x 36 screened enclosure when she was about 3.5 months old and about a quarter the size of your girl. Also with a glass tank you are going to be spending a lot of time bailing water out of it unless you drill a hole in the bottom. You can sell the tank and put the money towards a proper enclosure, you and your chameleon will be much happier. Or save the tank for raising babies in case you ever breed her

You might want a bigger one as she grows older. I made one for both of my chameleons, both of which are over 5' 6" tall and almost 3' by 3' square. They like to climb up and having a (massive) enclosure will let them regulate temps as they please and give them lots to do.
Let me rephrase. She will probably need a bigger one. It would make her so much happier.
With that said, pretty girl you have
Here is my girl and the last cage i made for my panther
I have seen her colors range from a dark tan all the way to neon yellow and sometimes when im lucky they are neon orange. Really pretty.

Yeah girls get pretty
And most of them are nicer than males. In my case that is not true Fran is a grumpy little cham 
But yeah the bottom of my cage comes off, which will be nice
