My chameleon hangs directly under my heat light

I just got my first Juvenile Veiled chameleon and he repeatedly attempts to climb to the celeing of the enclosure and sit directly underneath the heat lamp.
- does this mean i need a higher wattage?
- will my chameleon notice the heat and move away?
- should I hang the lamp instead of sitting it on the top?

What's the temperature right under the light?
The. Rest of the cage?
Directly underneath where he likes to climb to is ~95, the middle is ~80 and the bottom is ~ 70. there are plenty of shady areas and a basking area about 7 inches from the light. It’s a 50 watt light
 
Well...the temperatures definitely aren't too cool....so I don't know why he's doing it. The temperatures are actually too high IMHO...for a baby low 80'sF should be good near the light.

Please post a photo of the whole cage.
