Lip Problems
Mouth rot can often cause the kind of swelling that's present in your chameleon. Sometimes bleeding of the gums and a cheesy appearance to the inside of the mouth on the gums as well. You can clean it up with a Q-tip and peroxide. However, I would only do this once as peroxide will damage the tissue with repeated use. Your chameleon is very sick and will most likely need antibiotics most vets should be able to treat this problem (of course one who specializes in reptiles would be preferable). I would call around and see if any one is available to examine him. Also, if there is a zoo in your area they may have someone available who would be able to look at your chameleon. When I first got into reptiles the zoo in my area was very helpful and more than willing to help me out.
