Is this ok to do?

I threw Cleo's feeding cup away and got her a deeper one but its clear so I wrapped a small black bin liner around it and secured it with an elastic band.

Will the bin liner be ok in her vivarium and be ok around cleo?

As long as it isn't scented or coated in chemicals. I use paper on mine (have to replace it every once in a while).

I have bin liner lining my laying bin. It's just plastic. As long as it's got no extra chemicals, as Maurer3D said.

I just spray paint mine (on the bottom) and let it sit in the sun for a day or two, no problems yet(it's been a year)

Spray paint is not the best idea, it can release oders that we cannot smell and can be potentially dangerous for your chameleon. Not advised.
