Is this normal color for panthers?

Depending on the situation, absolutely.

More specifically, panthers use their color, and color intensity, for many reasons: Communication and thermoregulation being the most commonly discussed.

I would not worry unless he stays dark/muted for some time or he shows other signs of stress or illness. Basically, he should be fine but keep an eye on him, as always.

Speaking of thermoregulation, have you measured the temp of his basking spot while he is this color?

Its 21-22 c ambient and around 30 on basking spot.
 
I would say that those temps shouldn't be an issue. I have seen mine do this before a shed, and sometimes just because they are not happy that I cleaned out the food cup in their enclosure.

He s stretching his head two days now so I think he will probably shed soon
 
If I remember correctly, didn't you just get this enclosure? It's totally possible he is just a bit stressed from the move/new home and will relax with some time and getting used to the new setup.
