The lamp should be 6-8" from the cham. From what it sounds like you have the lights on top of the screen cage he is in (that is on its side...) and that makes his lights about 14-18" from your cham. This isn't useful to him. I have a tub for my baby Melleri and I have a 5.0 lamp that sits across the top of the tub. This makes the lamp at about 6-10" from the little guy as he moves around the tub.
You should keep him warm, low to mid 70's with a basking area that might warm up to low/mid 80's. If you place a piece of fruit on a flat dish and sprinkle fruit flies onto the fruit the little guy will have easy pickings (flies will stay on the fruit). If you have pin heads, that should work as well. I would also place paper towels down on the bottom of the tub. Tear the sheets off one at a time and cover the bottom of the tub by overlapping the towels. Give him some things to climb on.. clean sticks that you've baked in your oven for 10-15 minutes at 400*. Be sure to soak down the towels by misting them, this will keep up the humidity during the day. put HOT water into the misting bottle and mist your wrist to check the 'misting' temp, it should feel warm. soak him down for a couple of minutes. you might want to melt a couple of small holes into the tub with a burning hot metal hanger. This will allow the water to drain out by having the tub tilted to one corner where you have the holes.
