Is it normal for my Cham to just post up on the door of his cage. Like he just stands there for awhile should I be concerned?

It looks like he is just looking around from his new high vantage point 
If he goes somewhere he shouldn't, that is the only time when I would be worried. Just keep an eye on him whenever his cage door is open and make sure to keep him away from anything or anyone dangerous.

Looking out the window is all. My worry is the light on top of the screen though

I agree. Those hoods can get pretty hot. Turn it off or keep your cham away when he comes out.
