Yeah... more then likely. If they baby can not eat then it can not grow and can not get strong. At that age they should be taking down 20 feeders a day easy. This does not mean that there is not the possibility of underlying health issues. But food size is very important when it comes the young chams.

So an update, the chameleon has just shed so that may have been one of the problems

This would maybe put it off food for a day or so... But babies do not go without for long periods of time. You have to get the right sized feeders. It has to start eating or it will die.
