Exactly How Dry Does the Enclosure Need to be Before Each Misting Session

Misting will not keep humidity up by itself. If the room your chameleon is in has a lower humidity than your target humidity, you need to work on raising the room humidity. It is nearly impossble to keep a screen cage at a higher humidity than a room without working out some serious micro climate devices. Misting works very well in a enclosed cage, because the humidity stays around longer without being effected by the room climate. Misting in a screen cage can help boost humidity, but will not maintain it. I feel that if you mist three times a day and the room is above 40% humidity, you shouldn't have any issue with panther chameleons or veileds (or even melleri).
 
I have found it helps me better to use the ceiling fan to circulate the air more. My encloser dries out and, I have added a humidifier to keep the humidity up some during the day. When I had the fan off humidity stayed high at all times and viv wasn't getting dry. You may need more air circulation.
