Sometimes they are pretty slick if they have a polished finish to them. You will want the natural finish.

Is it safe to use dowel rods from home depot for extra climbing?

I sure hope so! (Kidding) I used a lot of them, along with bamboo and those green vinyl-covered plant stakes. I did seal the dowels (1/2") with clear water-based urethane.
