I had my basking spot around 93 for my 3 month old male veil on here a few told me to keep it just below 90 I did and he stopped feeding for a day as much now that it put it back up this morning he seem to be more active and eating and drinking more??????
I would just do what works for you. We have wild Veild populations down here in Florida and it gets VERY hot here during the summer and they are thriving. Seeing that your chameleon is contained in a small space as opposed to the wild, I would just make sure that you have areas in the cage for him to cool off.
To answer your original question, the answer is yes. The need heat to digest their food so if they are too cold they might not eat. The temps you are describing though should not effect his eating habits. If you were talking of having a basking area in the 70's or something then I would say yes. People use basking temps from about 80-90 or so degrees. That is quite a variance but I have seen people have success with the temps in the low 80's to the low 90's
I haven't even had him a week he is pooping and it looks how it supposed to meaning he is eating and he is hydrated. I got the temp around 93 so I gonna just leave it there alone there and let it be for awhile.
