Colorless male Veil

I have what I beleve to be a male Veil and he is just green with a white strip that can be seen on his side most of the time, The only picture I have of him is this one , and he is pissed off at the camera in his enclosure,
Is he really a he? And is just green because he is just a poor quaility veil?


I will try to get a picture of him in his normal color of green.

Can you get a clear pic of the back of the hind feet? If its a male he will have little spurs there. Looks female to me, males will usually have yellow barring.
 
It would be better if we could get a clearer picture of his hind legs. His skin seems pretty dry to me. I've noticed that Chams with underlying issues (Respiratory Infection, etc.) can have dull coloration. Once they get better, they tend to brighten up and get their normal coloration back.

I see the spurs, but if you post the help form already provided we can try to figure out why he is so dull. He looks young too so that could also be why.
