I want to know if I can put a reptile ceramic infrared heat emitter on a thermostat so when its dimmed the heat output also lowers or increases. How much better would a red/blue nighttime bulb be, could it be dimmed too?

With a rheostat you can simply increase or decrease the temperature. They make digital programmable switches that can control heat output with a thermometer, you can set the min and max.
If it's for night time temps, don't use a bulb that makes visible light. Even if it's red, blue, or purple. Chameleons have a light sensory organ on top of their head. It could mess with their cycle.

Yes heat emitters can be dimmed.
You can use them on the standard on/off style thermostats as well as the power proportional ones
I'm not sure who sells it but there is something called the repti-rheostat. Its basically a dimmer switch with a plug to lower the heat of heat emitters, basking rocks, under tank heaters, and to lower the light of lamps (Non fluorescent/non metal-halide)
