cage drying out before misting again

The cage must not be too moist all the time or there is a risk of mold and bacteria developing quickly in the moist environment. That's why you don't want it to be misty all the time, I assume.
 
Indeed.

Mold, mildew, and fungal infections are all bad news. Letting the cage dry out as often as possible, and especially at night, helps prevent this occurring.
 
In the wild it isn't wet 24/7 where these guys live. Misting shouldn't be your only way of sustaining humidity in the enclosure you keep your animal. Unless you have a sealed or very low ventilated enclosure it will be very very hard to maintain a steady humidity.

So best bet, maintain the room at a high humidity 60% or greater and use the misting as a hydration method.

It's just good 'rule of thumb' to say that the cage should dry out between mistings to have a good swing in humidity that isn't harmful.
