Any ideas on how to sterilize this?

Pic below. I mean, will hot water be enough? And maybe some sort of scrubber or new kitchen sponge? It is one of those things that people use in bird cages and I'd like to use it for Max's summer screen cage. I have to cut it down a bit and make a new platform (it is broken and HUGE) -- I got it free from work!

It's got some old dried bird poop on it, but it hasn't been used in at least a year. It had cobwebs on it.

Can't see what you are talking about...what is it and what's it made out of? If it's wood or something with a porous surface, you will need to scrub it with a mix of 1 part bleach to 10 parts hot water. Let it sit for a while and then rinse very well with hot water. Should be fine after that if you can't smell bleach.
