Am I correct in thinking that a cham is classed as a adult at around 9 months plus and therefore requires more heat at basking spot?

Yes, but it is higher for males than it is for females.

So is that about 85-90 for a adult panther

Adult males: ambient 75-80F (23-26C), basking 85-90F (29-32C)
Adult females: ambient 75-80F (23-26C), basking 80-85F (26-29C)

This is a rule of thumb though and I have found my panther tends to move around to lower branches while my female sits right under the light. Neither of them gape while basking so I think it more important to give them options and see what they like.
