Would this be ok for a male veiled to grow into and be happy as a fully grown adult?

No.... Minimum for an adult male Veiled should be 24" x 24" x 48" tall. The smaller cage is good for young chams under a year old. My male outgrew his 36" tall cage by 10 months old. When kept in the smaller cages they get cramped and become very defensive and anxious. Males like to explore, especially when they start to reach sexual maturity.
