I had a similar problem with my cham, Thorium RIP. I would recommend another vet visit (another vet altogether). Silvadene would be great to have on hand in general and is great for burns. I would gently wipe it clean every morning and apply silvadene twice daily until the area is healed...
That honestly looks like it might be an infection of some sort. I am currently battling a fungal infection and it looks similar to that infection. It could also be bacterial.
I would recommend you seeing a vet, fungal infections can get out of hand really fast, and they are hard to heal...

I've had Thorium now for 13 months.
He developed a burn at about 8 months and recovered with silvadene and baytril.
He then developed a bacterial and fungal infection from a stuck shed that was being fought with baytril, tinactin, silvadene, and intraconazole.
Nothing seemed to be working...
I believe that is what we are using. I don't have it in front of me right now. He's only been on the anti-fungal for four days now. I was told by the vet it may take several weeks to really work.

It's about three feet from the floor. You can always put it up higher too. Thor never likes to be below us, so he goes as high as possible. I think it'll depends on your chams personality.
It's actually just a trellis from lows (~$10) with some fake vines from Jo-Ann's fabrics (~$20). I used two small wooden brackets to hold the top with zip-ties. The bottom is free-hanging because the top is so sturdy.
