No, I would not use that. I would take him to the vet to get the correct one for reptiles. Because with how extreme that burn is your going to more then likely need antibiotics so the infection does not spread into his system. with the chunks that came off this is a very deep burn. Looks like the top has an open wound as well. Its painful and very dangerous.
They get these burns from heat fixtures that are too close or too hot. You might consider posting a thread in the help forum for your husbandry. So we can help you fix the enclosure issues that caused this.
So lighting is incorrect for both basking and UVB...
You want a regular incandescent light bulb for the heat 60watt. That bulb you have puts out too much heat and at that distance to the basking area it is just too close. Temp at basking should only be about 80.
UVB needs to be a linear fixture. The one you have will not put out the correct level of UVB for him. This leads to MBD.
T5HO fixture and a 5.0 bulb... you will want a distance of 9 inches between where the bottom of the fixture is and the closest basking branch. So with your enclosure set up this may require you to raise the fixture. Your going to want to raise you basking fixture as well to avoid further thermal burns.
