Very bottom of cage please help

My 4 month old, Jackson Chameleon is at the very bottom of the cage. He was shedding today for the first time, but seemed fine. He was drinking and eating today. But I see him now at the VERY bottom of the cage, holdoiing on to a little fake leaf there. Does this mean he is trying to cool down? It seems appropriate temperature, but I am going to try to cool it down to the mid 60s if possible. Should I move him back up at least midway, before I turn his lights off?
 
does the bottom of the cage have more foliage than the top? He may be trying to hid to go to sleep. Pictures will help.
 
Okay I'll turn the lights in my room back on just to take the picture quickly. To answer your question, there is foliage at the bottom but there is at the top too where he usually sleeps. He has NEVER slept down here before.
