I have an 8 bulb t5ho ballast that is 2'by2' my enclosure is 3'x2'x3'. Im using 7×6500k bulbs and 1 reptisun 5.0
Question is.. will one reptisun 5.0 be fine for this enclosure?
Should there be an area where there is no uvb present, or should i buy one more?

The one uvb bulb should be enough, especially since it is a high output T5. If you are concerned about enough uvb, then getting a solar meter will allow you to measure it.
Yes, there should be an area of the cage where the chameleon can go to avoid uvb. As far as making sure there is a place to get away from the uvb, This can be achieved best by making an area in the middle or lower third of the cage that has thick plant cover. This way the cham can hide among the leaves to get out of the uvb. Also, the farther away from the bulb, the less uvb, so make sure there are branches at every level so the cham can choose the amount they want.
