Typically no. However, a 46-gallon tank, you could probably get away with it if it was heavily planted.
I typically house my 1.2 or 1.3 sets in 12x12x18 setups...I would imagine a 46-gallon should have plenty of room for a 2.4 setup if planted densely enough, but it would still have to be monitored pretty closely.
HOWEVER I would still STRONGLY suggest against this. Purely the fact that one must ask this question means they do not have enough familiarity with the species to be able to identify if and when any troubles are happening.
