Too hot for basking lamp at night?

It's almost time for lights out and the temperature in my cage is at about 83. Should I leave all lights off in the cage? It's pretty hot in my room.
 
Ooh, I heard you were supposed to leave the UV and Basking on all day and then only basking at night. Whoops...
 
Generally most owners kinda follow natures cycle, my lights go on at 7:15, but my blinds remain open so they get morning light before the rude awakening of their lights. And lights out at 7:15pm (summer schedule).
they need the temps to drop at night, even 62' is ok. And they need total darkness as well during that time.
Both are really important to their health
What lights are you using?
