This is a male, right

I got him when he was 5 months in September last year. He has spurs and vibrant colors, but he is not growing. Is this how long the growing takes, or is he really a female
 
Please fill out the how to ask for help. I agree with @jannb it looks like he has some MBD. That is not a healthy cham imo.
 
You have a male with MBD. He needs to see a vet for liquid calcium and the vet can give an injection to draw the calcium back into the bone. Where do you live? I might be able to refer a good vet with chameleon experience. If you will fill out the Ask For Help Form we might be able to see what caused the MBD and what you need to correct it to keep it from getting worse.
