This is a male, right

I got him when he was 5 months in September last year. He has spurs and vibrant colors, but he is not growing. Is this how long the growing takes, or is he really a female

Welcome to the forums. I just saw your message and though I'd reply here. Do you know how much he weighs? Do you have and more photos of him? Photos of his arms and legs would be helpful. His front arm looks curved like he might have MBD. It would be very helpful if you would fill out the How To Ask For Help form linked below.

You have a male with MBD. He needs to see a vet for liquid calcium and the vet can give an injection to draw the calcium back into the bone. Where do you live? I might be able to refer a good vet with chameleon experience. If you will fill out the Ask For Help Form we might be able to see what caused the MBD and what you need to correct it to keep it from getting worse. I'm attaching a link that will give you some information about MBD.
