If a keeper wants to raise the temperature, and the room temp is 65 degrees or so, would you;
1) raise the total room temperature
2) increase the basking spot
3) let heat rise from a heat bulb on a side of the cage
Often, #1 is not possible.
#2 only works if the cham chooses to bask more.
#3 may not get much heat in the enclosure.

The answer to all of your questions would be species specific. Also, basking spot and ambient temperatures are created separately. Increase in ambient would best be accomplished by raising room temps. Increase in basking temps are accomplished by moving the basking bulb closer or increasing the wattage-whichever is safer to avoid burns.
